The good news is they have begun massive antibody testing in the state of California. Antibodies to COVID-19 indicate a minimum that a person was exposed but will also show who was actually infected, perhaps without showing symptoms. This has been a huge problem with this virus, perhaps a large number of people were fully infected, contagious but showing no signs of illness.
In two other states with 'hot spots' of spread, Washington and Oregon, antibody tests on sample sized of over 80K and 70K respectively, a low percentage of people are testing positive though as I recall it is higher than around 1%.
